Supplies to Spin the Wheel of Chance is the best place IMHO to grind for the following:
Voucher of Nulgath (non-member)
As well as items for Swindle's Return Policy and Swindle's Bonus Deal
You CAN get Relics of Chaos from any Chaos Lord (fastest is something low level, like Escherion, although the absolute fastest method is to grind Bamboozle vs Drudgen (from Crag and Bamboozle) and / or The Dark Deal (from Oblivion Blade of Nulgath (Rare), preferably at the same time.
Gem of Nulgath you will wish to alternate Forge Gemstones for Nulgath some though for Forge Blood Gems for Nulgath.
